IS CHAOS theory really chaotic?

Newton put the rules, and laws which measure gravity, and force and those rules proved to be successful for two objects, but for three objects affecting each others those rules failed

Chaos, for simple definition, states that any little change in the initial condition of a dynamic system leads to big difference in the future, so  we see that is a chaotic behaviour, but simply is not as we think.

I think that chaotic system is regular more than the most regular things we know 

but how is that? , simply due to lack of information about the behaviour, nature and the rules controlling those systems.

It is a lag in our minds.
